cant really tell from the pic tbh but if it's bad then your gonna want to keep the fringe but you either need to hit the sweet spot with length or go for some sort of hair style to show a bit of the upper third otherwise you'll just look kind of weird. Your hair looks to have some good volume but falls flat at the front, if you can give it some more lift there it could show some upper third without having to sacrifice much length which is good for a bad hairline. I'd say play around with some different styles and products before you get it cut to see what you like and then try getting a cut that is suited to that style, also if you want to leave it with some length its better to go to a hairdresser not a barber. It can feel a bit awkward being the only guy in there but they are much better with medium to long hair and make sure to talk to the person doing the cut and ask for styling tips and advice, if you are friendly they can tell you a lot and they can have some good knowledge some times.
P.S. if you have a bad hairline keep an eye out for balding, it will only make things worse and is much easier to stop early so be on the ball (this could save you)
