Just turned 17 a few days ago and i’m trying to think on what things i could get done facially. I think my mandible and chin are lacking.

You should reassess your face after getting leaner. The excess of fat is currently your biggest flaw ; and probably the reason why you think that your "mandible and chin are lacking". I can already tell this is false for the chin : it is adequately projected (vertically and laterally) and has a nice square shape.

Based on those pics, the only other flaw would be your mouth to nose width ratio, due to a slightly narrow mouth. I measured it at 1.35, a bit outside the ideal range (1.4-1.6). What can you do about it ? Not much. The only procedure able to laterally expand the mouth, commissuroplasty, doesn't have the best reputation (visible scarring, underwhelming results). You could theoretically reduce your nose width with an alar plasty, but your current nose looks fine ; it's probably not worth the inherent risk and hassle of surgery.

tldr : just lose fat. And be thankful you do not need any surgery to look good.

Could the small mouth/lips be from a not wide enough palate? and if so should I do MARPE and or SARPEs?
