Depends on the country. For USA, I would say anything under 5'7.5 is the start of short. It's not manlet tier until you're 5'6 or below.

In America, around 5'5-5'6 and below is when a guy is seen as generally "short." However, if you have short proportions, 5'7-5'9 even.
