Really varies by where you are. In America I'd consider 5'6 to 5'8 somewhat short, and anything under that noticeably life affecting. It also matters based on how much you can do about it, because for example, say you're 5'4. You can't really do much without going into a multitude of things which even then (say LL, spinal surgery, physical therapy for correcting posture and frauding) at best you're getting to like 5'10.
