I live in a country where 5'9 is the average height, had pretty long waits before each of my growth spurts so I can tell you this even by visiting other countries,
When I was 5'5 at 14 I was girl's height, no respect whatsoever definitely way below average
5'10 at 15 Definitely average in most places around the world,even in Europe I would say it's mostly seen as average not short unless you live in the Netherlands
