At first i thought this guy 100% got surgery but now I am seeing there is maybe a way he didnt.
When lower teeth are brought forward with orthodontic appliance, the upper teeth are moved forward to make sure the bite closes properly, which in turn gives the illusion of a shorter philtrum. This was likely combined with a herbst appliance or similar device. Image attached of what the end result would look like from the side.
