In Romania, back in the communist era, food was scarce and some of it like sugar, fat, bread, etc. was rationed - you could only buy a limited quantity each month, so there very few fat people back then...Also all people had to do periodic "patriotic labor" - like even if you were a doctor, teacher, engineer, etc. you still had to do regular physical work without being paid like picking up corn, potatoes, fruits, digging ditches, shoveling snow, etc., so all people were fit, only the high-ranking communist party members were usually fat(they had separate stores with plenty of food and didn't have to do the patriotic work).
