Back in Romania, like 20 years ago, there were actually small gyms set up in apartments by various people who wanted to make a quick buck. There were all sorts of small businesses set up in private apartments: internet cafes, gaming centers, small cinemas playing pirated movies, etc. - there were basically no laws against this, now it's more complicated...
