Being able to speak and write only one language, but having a high vocabulary and proficiency in it (>95th percentile).
Or being able to speak 3 different languages, but having low to mid vocabulary and proficiency in each (20th to 40th percentile).
For this question I am assuming the 3 languages use similar alphabets, and are not wildly diverse as that is the far more common scenario. Such as being able to speak Spanish, English and German. Not the less common scenario of being able to Speak English, Japanese and Farsi.
In before, muh... "being able to speak 3 different languages at high proficiency. "
