It's not easily definable but it's obvious when you see it. Anything that puts effort into manipulating the system for reputation counts as repfarming.

Asking your friend for reps, trading reps, 'repboosting', mass tagging every post, having a ratio of 500 profile posts and 1 normal post... etc.
