I think that all this height requirement was a thing back then when the modelling only started and stylish clothes was only for the upper-class WASP people. As this area becomes more and more inclusive and there are more and more clothing manufacturers for all races, nationalities, heights and so on then the agencies want to advertise the products of the manufacturers and use the people for whom the clothes are created as a mannequin.
