Look into training your neck, it should ideally be as wide as your jaw to look more masculine.
Look into retinoids for your skin. Assuming that's acne, I can't really tell jfl. You can also hide any spots with concealer temporarily.
Switch to a sulfate-free shampoo and shampoo only on days when your hair starts to get oily. This would ideally help out with your flat, lifeless hair. If it doesn't, then just look into styling products.
Look into relaxing your frontalis muscle, the muscle that you use when frowning, raising your eyebrows, etc. Most people have it subconsciously tensed up, making their eyebrows appear higher set and thus their UEE seem higher.
However, once you relax the muscle (making your UEE seem more ideal and brows seem lower set) and hold that facial expression for a certain amount of time, it becomes your relaxed facial expression. It goes without saying but don't overdo it and walk around squinting at everybody.
Dye your eyelashes jet-black, look into growing them (Latisse, oral/topical minox, peptide serums, etc.) Curl them and fraud longer lashes with clear mascara and tightlining if you're down for it.
You can also fraud better lips by brushing them with a toothbrush, however this is temporary and I'm not really sure how long it lasts. I've heard some people talk about derma-stamping the lips then using topical volufiline or matrixyl, but never done it myself.
