What is planned for this year

In the Rockefeller article from 2010 basically they originally planned on starting a pandemic in 2012 however it started in 2020 instead for whatever reason so for each year shown in the image below add 8 years to it, e.g. 2013 = 2021

So apparently this year in-person contact will be restricted which already happened pretty much. What do they mean by 'cellular networks overloaded' doe?

I assume they mean that so many people will be using cellular that the infrastructure can't handle the constant traffic. Think of all the people streaming and downloading content these past few years.

That's my guess.

Wait and hopefully have enough supplies last a few weeks. That way you don't have to go outside and risk getting attacked by people who didn't prepare.

I bought special food that will last me that long thankfully. With no internet there would be chaos I don't think they would pull the plug unless they put martial law in place beforehand to stop everyone from chimping out.
