We are always suspicious that hidden cults and shadowy figures controll and somehow gude our desicions.
This isn't necessarily the reality. Yes it's plausible that an ancient council exists to keep humans down but not for the reasons you'd assume.
Imagine this scenario.
A order of attractive men congregate in a grand candel lit temple. They are tall and beautiful with full hair and high cheekbones.
They gather on this particular night to voice their misgivings with the current turblent social structure.
"Lesser men rape fight and refuse to work. Yet we still need them. Where would we be without brain the blacksmith. John the hunter. Smith of the city guard."
"We cannot kill them and we cannot outright refuse their participation in the gene pool. What do we do"
They pondered light flickering and dancing upon their brows. Finally the silence was interrupted.
"How about we promise them a mate in exchange for labour's?"
"Let us ban women from the work force. Push bonds and communion in exchange for social favors. Let us create a world in wich everyman may practice insemination"
Puzzled looks sprung from every surface of this grand temple. A sound like a mighty heard of bison tore their way Through the premise.
They laughed and cheered.
"That's just crazy enough too work

And still to this day we deal with their actions. Still to this day these men hold society tightly amongst their palms.
We live in a world that runs on the suffering of women. Because without the promise of insemination for all men. Those men would bring about destruction and chaos.
