Just push it up, took like a week of conscious effort for me to get it right, but now mewing has become my subconscious tongue posture.
Noteworthy is that I only use mewing to avoid turkey neck, not because I think it will alter bone structure.

You should mew whilst doing neck curls with weights. The weight will than target that muscle under your jaw, which will build that muscle much more effective than just mewing regulary.
