What is the lowest rating for someone to be able to pull?

What would you guys consider the lowest rating that could still attract a person? I feel like Mltn would be the lowest maybe Lltn but even there that is absolute hard-core difficulty and anything below that would probably stand no chance. What would you guys say is the rating needed at least
