From the photo I would get rhinoplasty some tretinon for better skin texture change the hairstyle and maybe a canthoplasty and infra orbital implants if their recessed and then fat graphing on uee that’s the best ones for eye area u can do implants on other areas too but id ask around more and dont take my surgery advice ask ur surgeon first on what’s the best options to get rid of those problems
