Depend. Since women believe everyting below average is short for a guy we should say that everything above average for a girl is tall. So 5'5 +

If in Average western Countries like USA and UK, 5'7 5'8 is Start of Tall Woman. Height over 5'10 is Legit Giantic Height.
In Northern Countries start of Tall is Probably 5'11 6 feet
Remember if Woman's Height is the same as Average Man's Height in Their Country , so it's Considered Tall, because she'll be as tall as most man there
