What is this area called and why is it puffy for me?

When I press down in the area I can feel like a quarter inch /half an inch of squishy fat before I touch hard bone structure.

I am on Low dose TRT so I’m wondering if that could be it? Water retention?
I’m pretty lean but could be leaner. Diet is pretty spot on tbh, no drinking or drugs. Face does have a bit of fat though. Could it be cortisol?
