its aegyo sel which is a koren term that basically translates to "cute skin/fat"
its just subcutaneous fat in the lower eye lid area buts its usually only prevalent when people are smiling

I see I only get it when I squint or smile so that makes sense

ye its super rare to have it when not smiling or squinting
but chico has a lot of fat in his lower lid area which makes his aegyo sal super prevalent even when slightly smiling in the original pic
its a halo tho, makes you look young
