What is with this website? Is it even being rightly managed?

Now, to get this clear, I know that this place is huge and there may not be a bunch of mods.
What I have seen after only being here for a few months is that A: there are a ton of sketchy ads, and B: there are people just breaking the rules.
So what I have noticed is that there are so many sketchy ads. Whenever I open this web site, the first thing I see is the ads, which might not be so bad unless it was about some thing that might harm someone. For example I see ads for bloxflip and stake (which are gambling websites) all the time. For the example I gave above, it is very obvious how they might affect someone's life for the worst.
There is a bunch of evidence of people just breaking the rules willy-nilly. For example, there is this one account, that (from what I can see) is pretending to be a girl. (Her user is charszaku) Another example is literal porn disguised as an edit (https://looksmax.org/threads/cute-asf-pornostar-porn-edit.2218600) which is very sad that we have come this this low as a community.
In short, wth is happening with this website's moderation.

Nobody pays attention to the ads, and if you're active enough (500 posts) or you buy VIP they disappear. Most of the porn is actually gone from the server compared to a few months ago too
