I think that's post inflammatory pigmentation, meaning it's not acne, just the results of it. Retinoids + Vitamin C Serum + Sunscreen should do the trick.

panoxyl face wash and cera ve gel cleanser, and any non comedogenic moisturizer, i personally like the neutrogena water one, also u need to use sunscreen. and if that doesnt work, then accutane, and if accutane doesnt work, tret.

its not acne ur just going through puberty, heres a routine i went through to clear something similar to you that i had:

Vitamin C serum every other morning (every 2 days, in the morning)
Hyaluronic Acid serum every other night (every 2 days, in the night, preferably not on the same day as the vitamin c serum)

but you can experiment with these two, in my experience they're super available in most stores IRL and easy to use
