You just gotta draw a line from the outer corner to the inner corner, in your case it goes down instead of going parallel to the ground (which would be neutral).

whats the optimal angle for this, whenever i do this to my pictures i get anywhere from 4-6 degrees with huge variations between my left and right eyes

just look straight in the camera
everyone has assymetrical canthal tilt you need to average them out
