All healthy developed adult humans have their maxilla past their forehead anyway. If you don't you probably have short face syndrome or midface hypoplasia. What determined prognathism is whether the chin is behind the teeth or not, big difference. For example Chris Carmack has his maxilla ahead of his forehead but his chin ahead of his maxilla.
