There is a causal relationship between sugar and tissue growth, but it also has downsides, and here is how it works.

Sugar, as a fast carbohydrate, temporarily raises insulin. Insulin inhibits the synthesis of IGFBP-1, which indirectly allows IGFBP-3 to bind IGF-1 in the bloodstream for a longer period. However, this has consequences.

A couple of hours later, as the insulin spike declines (the decline caused by glucose leaving the blood), growth hormone signals the liver to produce IGF-1. At the same time, the drop in insulin removes its inhibitory effect on IGFBP-1. Due to the sharp fall in insulin, IGFBP-1 is synthesized in disproportionately greater amounts, which results in poorer tissue growth than on a diet without an emphasis on fast carbohydrates.

Therefore, insulin levels in the blood should ultimately be kept in a moderate range without significant fluctuations.
