Is it the positively tilted eyebrows? Light eye colour? They're not exactly hunter eyes so I'm not sure.

I thought about it but his PFL doesn't seem that far from the norm, the long arched eyebrows create that effect, there's a thread in the BOTB about it.
Most people have decent/regular IPDs it's not a halo but it can be a failo if it's too wide or too small, OP is asking what makes that guy's eyes gl so I assume he's asking for the hallos.
