A really aesthetic physique can compensate for underaverage face but you can only have a peak aesthetic physique if your bones are well enough develeloped and good bone developement also usually comes with a good face because of bone volume.
But if you have low bone volume but good ratios like wide clavicles and good muscle insertions it can also compensate a underaverage face but face matters all in all more (a very good face usually comes with a good physique or atleast frame)

Its more like height=face>frame>muscles
