i'm pretty sure you're not meant to use minoxodil until you're 18. if you want to grow your eyebrows, lashes or general hair just get a natural mixed hair growth oil. it's cheaper but slower

You can use any Minoxidil you want as long as it's legit and no it won't have any effect on puberty it literally just increases blood flow around the follicles. You can either buy liquid or foam Minoxidil.
Liquid is more irritating on the skin but cheaper and easier to apply on eyebrows and lashes. Foam is better for hairline but I doubt you need that at 14
