its not really NW0 its close to NW1 it has a bit of balding look at his temporal points

People here need to understand two things:

1- Some people are born with higher hairlines/temporals, it doesn't mean they have lost any hair or that they are balding.

2- NW scale is calculated on the frontal hairline, not on the temporals. Temporals do not indicate hairloss

Look at his ramus
well he has a good ramus but his chin/ mandible is quite short

it only really makes a difference for his profile but imo it looks a bit weird, doesn't match the rest of his face
 
If you want an accurate norwood rating then pull your hair back and put your head down. Not sure what these pics are my guy.
