What % of people are legit pure evil?

People willing to kill are a dime a dozen. But what about like actual legit pure evil people? By pure evil I mean willingness to do unspeakably evil shit like say throw an infant out the window of a tall building without even the slightest hesitation or remorse.

Are they all over the place or actually very rare?

There are plenty of "high functioning" ones out there. Just because you're not acting in an evil manner, doesn't mean that you're not capable of evil. The only psychopaths you hear about are the ones that go to jail. You never hear about the ones that live seemingly normal lives.

But every human is capable of doing evil things if he feels it is the correct choice, so It could be considered a 100% under certain cases. I feel like literally every single person in this world would kill someone for 1 million € and no jail time.

Not nearly of all psychopaths are willing to do murders or shit like that. On average, psychopaths succeed better in their careers ending up to become big bosses and even ceo's.
