Al-Fawzān has reportedly stated that Islamic law (Sharia) does not set a specific minimum age for marriage of girls, even prepubescent girls.
He is quoted as saying it is permissible for fathers to marry off their daughters even while they’re infants (i.e. unable to speak, fully helpless) — “in the cradle.”
He reportedly cites Quran 65:4 as one of the evidences, because that verse discusses women “who have not yet menstruated.” He uses that as part of his argument that Sharia addresses cases of females who have not reached puberty.
He has reportedly opposed government legislation or proposals to impose a fixed minimum age for marriage, saying that doing so would be legislating in an area where Allah has already set rules in Sharia, and that people should not legislate over what the divine law has not forbidden.
