What percentile is 6PSL?

It is not the best system available. Some of us simply rate people based upon percentile, and eliminate the needless and helter-skelter conversion to 'PSL'.

The PSL scale is based on percentiles, it's just more succinct in that the difference between 7 PSL and 7.5 PSL is easier to grasp than 99.85th percentile and 99.996th percentile.
