I rarely see high psl people, when I do go outside that is. But the thing is you''ll see 100+ people at max in 1 day so I wouldn't scale it too high

There is no consensus on this, there isn't even any consensus if "5" is 50th percentile, some people think 4 is 50th percentile. And thus I only rate in percentage terms. And even if there were a consensus, most posters don't have the math skills to understand and implement standard deviation guided ratings.

I would rate 60 percentile: (slighlty) above average.
I would rate 70 percentile as HTN.
I would rate 85 percentile as entry level/low tier Chadlite
