It's pretty well known that BJJ is one of the single strongest martial arts there is, BJJ is derived from Judo - it literally is judo but with more focus on the ground, all the submissons are from judo jfl. So with that being said, I suppose japanese/asians produce the greatest martial arts and hand to hand comabt systems. Even the most advanced striking art is muay thai, which destroys any european strikng art.

Greeks can come in 2nd though for pankration which is very similar to modern day mma, but even then, the submissions back then were far fewer than now. Things like heel hooks and straight ankles were a thing in pankration, but things like triangle chokes were yet to be discovered.
Conclusion :- I think the japanese produce the greatest martial artists, but the best fighters/warriors are the russians (dagestanis)
