use latisse for eyelashes use minoxidil on eyebrows and shape your eyebrows too work on making them longer at the tails

bloated doesnt equal fat, bloat is caused by water retention that leads to a puffy look that can hide your true bone structure and its usually caused by excess sodium, you can flush it out with things high in potassium like coconut water and bananas
when it comes to tanning you've got plenty of options like going out in the sun (remember to wear your spf), tanning drops and tanning beds (although i dont recommend tanning beds cuz theyre carcinogenic and make you chopped)
dark circles can be temporarily reduced with caffeine serums but as far as i can tell by ur pictures they arent really all too bad

also regarding your hair, if you want to look more masculine, i'd remove some of the weight from the sides to reduce the overall round look
