what should i do in this situation

Im almost 19 and i acknowledge im decent looking but i feel like im behind. Ive only had 1 relationship when i was 15, other than that every girl i talk to has been online and useless. Lots of girls make eye contact with me in person but never come up to me and i have a huge amount of nervousness when this occurs which is the thing stopping me from coming up to them. this whole generation is full of hoes and so rare to find someone that has no body's like me. Im not sure if i should start going out and mess around or actually wait for a "good one" if there are any.
