What should I do with my hair

The top of my head is where my hair is the longest and the sides and back are like half the length of the top however the fringe is starting to block my eyes and get a little bit annoying

Should I:
Cut the top a little bit and grow the sides more

Or

Find a haircut where I can make it move out of my eyes

I have 1c hair type
