Anything under 6iu is pointless. Your body produces around 5-6 iu equivalent during puberty.
With proper dosage+test+AI you will get height growth and probably some minor facial changes
You will probably bloat tbf so I would add diuretics
Almost perfect age to start you should have a good few years of growth depending on your plates

During puberty the body produces 20 micrograms per kilo of bodyweight, if he is looking for a drastic change 4ius would be enough for him to see the change im assuming he wants. 4ius will do something just not a whole lot.

AI reduces estrogen which will keep plates open but AI without test can cause major estrogen issues such as bone weakness

you should count by total daily output in mcg, 6 iu hgh is much more than endogenous production even in puberty
