In my country (and many others) the age of sexual consent is 16 but there are still people who consider it 'pedophilic'. There have been instances where 21+ year olds get canceled for dating girls as young as 17 here despite it being legal, but obviously others would argue that a girl is is fully physically developed by this time. Girls enter puberty sooner, so they develop their feminine features faster, therefore a 15 year old woman is more likely to be an adult than a 15 year old boy.

There is a difference between pedophillia (attraction to pre-pubescents under 11) , hebephillia ( attraction to early puberty 11-14) and ephebophillia (attraction to mid to late puberty 14-18). I would argue the former 2 indicate a mental disorder and any individual who engages in sexual acts within this age group should be hung. However , ephebophillia is normal but a key distinction is mental maturity not physical , ones age does not fully mature till 25 so engaging in sexual acts with minors is classed as predatory. It is ok to find girls this age sexually attractive but to act on these feelings in the modern age is repulsive given what we know now about mental maturity and impressionability of teens this age.
