Both, but face is more impactful overall as a signal. Good height is also dependent on optimal nutrition so some people with tall genetics in poor countries don't fulfill their maximum height potential because they can't afford proteins, calcium and high quality carb sources that have good micronutrients.

Even small intestinal health issues can show up in the face, let alone genetic flaws and diseases.
You can tell a lot about someone's genetic health and overall health status just by looking at their face.

Height significantly above average is a rare expensive sexual signal in nature like a peacock's flashy feathers. It requires extra calories to become reality on top of the genes that enable that height. So it's not fully dependent on genes; It also requires you to not be born in a hellhole like North Korea. Being tall means you didn't suffer famine, protein deficiency or hunger while growing up.
