It is bad. You have downgrowth and an underbite.
Jaw angle implants won't help with that. Furthermore, based on that crappy pic, you have flared gonions, which is ideal for angularity and width. Why would you mess with your gonions ?!
More than a genio, you would need a BSSO to set back the mandible and modify its angle (I'm no expert though, so wait until more knowledgeable users chime in). The genio could be used as a finishing touch, to optimize chin projection.
That said, maybe you actually need double jaw surgery. Hard to say with the pic you have provided.
