No but it will compensate for your hooding a bit to make your eyes not look NCT. Filler to even it out would be easier and more ideal.

as long as you have enough hooding, you're good. Doesn't need to be fully hooded. Eye shape and colour matters a lot more

no. it's a big difference to go from negative to positive though. If you're neutral, you're probably fine. But it mostly depends on your eye shape

Gandy has negative hooding but very PCT eyes. You don't notice it as being a failo on him since PCT compensates for it.
