All the word 'creepy' means is that women have deemed you in one way or another genetically unfit to reproduce. Women are notorious for not quite being able to convey what it is exactly they are trying to say (which is why Chad is 'nice' even if he's a serial killer), and this is just yet another instance when they can't quite put a word as to why you make them feel unsettled.

Notice that 'creepy' is never used on attractive people, ever, even if they genuinely elicit creepy behaviour (the Twilight vamps or Richard Ramirez being the most infamous). That is because it is synonymous with being genetically unfit to sire offspring into the next generation, as you may be a possible threat to superlative human reproductive success and take up valuable wombspace that can be used by Chad; hence, the short man by default being called 'creepy' as his go-to adjective.

Creepy is almost what the psychologist Ernst Jentsch would call 'strangely familiar', except in this case they are ugly, but at the same time vaguely attractive enough that under certain auspice (e.g alcohol) they could be sexually appealing enough for contact--but this ultimately makes them more dangerous and thus all the more threatening.
