Should I apply for government assistance and just submit, tap out and claim myself as a mentally slow retarded man? Because no matter how much training I get, I never understand shit. What causes this? Am I dumb?

It could be undiagnosed ADHD. You're probably not dumb , your brain is just incapable of focusing on things. A lot of people are in your boat. Don't beat yourself up too bad bud.
