The average male waist circumference for a man aged 20-29 is 37.1 inches, 40.4 inches for a man aged 30-39, 41 inches for a man aged 40-49, and 41.4 inches for a man between the ages of 50 and 59.

As Anasurimbor said the average person in Europe and USA is very fat, a 40 inch waist is more of a rule than exception (and half of all people have even bigger waists than that).

I would say lean (for men) starts at 32, very fit is 29-31 and model tier is 26-28, but this depends on bones too. Some very lean (lower than 10% body fat) male models have a 29 or 30 inch waist.

If your waist size starts with a 2 as a man, you are in very good shape.
Don't let that guide you though, numbers on the scale or measuring tape don't mean everything. The mirror does.

Are your abs visible? Does your body look good? That's what counts.
If it takes getting a 27 inch waist for you to get there, better start losing body fat.
