either way id say minox oral 2.5mg daily, its easier and less irritating than topical, works on all hair tho.

eyebrows and beard go terminal after a while so they'll stay, scalp is different and you will shed the minox hairs since they become dependent on minox to live.

possible water retention in the face, there are some small reports of pericardial effusion but at 2.5mg you'll not have that problem.
