You could still connect through satellite or dial-up using a phone number from a nearby country, it would really be impossible to shut it down completely.
Local networks would also immediately pop up, just like in the early 2000s, many people around Romania connected this way with each other, either small networks just connecting people from an apartment building or larger ones spread through a whole city. You could chat there with others, download and share music, movies, games, etc.
