not really, elder scrolls is more focused on exploration and choosing your own adventure from a blank slate whereas witcher seems to be based on playing a predefined character from a third person perspective
both are open world rpgs doe, although elder scrolls has deviated from the "rpg" part for a good while now

It's story driven so once you're done with the game you can move on to the next, btw kinda like fallout there's multiple routes you can take, so even if you play again, the experience might change. Also it has lots of story mods that imo are even better than the original.
