What's an accurate way to measure neck?

It doesn't really matter if it's at the base or farther up, I just need a reliable, accurate method so i can compare new measurements with old ones of my neck. i know it's kind of a stupid question, but it would be very convenient if somebody could save me the time of figuring it out myself.

or just use your earphones cable put it around your neck, where the ends meet put your fingers there and then put it on a ruler infront of you.

I assume it's where an average shirt collar would wrap around. So, around the bottom.

Also, is 16 inches good for an untrained neck?
