17.5. Under 20. I know the angles game, lower cam and tensing slightly in good lighting makes you look leaner than you actually are. You're not 15. Second photo is closer to reality. You also have no muscle. If you lose 5% you'll notice a big difference at c.12.5% in leanness, every % under 15 in fact, but you'll still be built like a twig. I don't know your weight but i'd guess another 10lbs - there's more water loss on that than you think.

Should I cut down or continue bulking I’ve been eating in a surplus for 3 months and gained a bit of weight/muscle (ik I’m still small)

Cut for 1 month - 4-6 weeks - it's no time. 1.5lbs of fat a week, plus some water and glycogen loss, keep strength up. Don't "bulk" - it'll just be mostly fat, just leangain slowly, try to keep your leanness and get stronger.
